Lighting of publicly accessible internal areas is in accordance with Australian Standard - AS/NZS 1158.3.1 Lighting for roads and public spaces - Pedestrian area lighting - Performance and design requirements.

All external lighting within the site is in accordance with Australian Standard - AS4282- Control of the Obtrusive Effects of Outdoor Lighting.

Lighting must be maintained in safe and good working order.

17)   Driveway Material and Finishes

Provide materials and finishes to the dwelling entrance area, driveway area to the garage and external carparking surfaces that reduce the visual impact of these areas when viewed from the street. One or a combination of the following must be used:

- Banding and patterns in the surface design.

20)   Screen Air Conditioning and Other Plant Enclosures

Install and maintain suitable screening to all air conditioning units, lift motor rooms, hot water systems plant and service facilities where externally visible or located on top of the building including where visible and/or located within private open space areas, communal open space areas, adjoining properties or public land. The screening structures must be constructed from durable materials that are consistent with materials used elsewhere on the facade of the building.

21)   Screening

Provide suitable privacy screening to windows of balconies, landings, terraces and decks of the proposed dwelling(s) in accordance with the approved DRAWINGS AND DOCUMENTS.

Suitable screening options must be:

For windows:
- Sill heights of 1.5m above floor level; or
- Fixed obscure glazing in any part of the window below 1.5m above floor level; or
- Fixed external screens to any part of the window below 1.5m above floor level, or
- Fencing to a minimum 1.8m above ground floor level (only applies to overlooking from windows at ground floor level).

For balconies, landings, terraces and decks:
- Fixed screening from floor level to a height of 1.5m above floor level.

Note: Screening devices must be either solid translucent screens, perforated or slatted panels, or fixed louvres that are permanent, be durable and fixed. Screening devices must have a maximum of 25% openings, with a maximum opening of 50mm.

22(a) Submit Vegetation Management Plan

Submit and obtain approval for a Vegetation Management Plan from Development Services.

This plan must be prepared by a suitably qualified and experienced environmental practitioner (minimum 5 years' experience), with supporting documentation from the Project Arborist (minimum AQF Level 5 in Arboriculture with a minimum of 5 years' experience in arboricultural principles and practices, including tree risk hazard assessment and reporting with current public liability insurance to $20 million, and a professional indemnity of $2 million), where works are required within the Tree Protection Zone (TPZ) of retained trees.

The Vegetation Management Plan must be in the form of scaled plans and supporting documentation that are generally in accordance with the approved ‘Vegetation Retention Plan’ (drawing no. L25018.1-200 Rev C), BCC received 15/01/2026 and amended in red 09/04/2026 and ‘Private Trees to be Retained/Removed’, (drawing no. L25018.1-200 Rev C), BCC received 15/01/2026 and amended in red 09/04/2026, relevant Brisbane Planning Scheme Code for works associated with Condition 48 - Works for Transport Infrastructure - Non-Trunk External Roadworks only and include the following:

- The extent of the Vegetation Management Plan must include evaluation of all areas for these identified works

- The location and description of existing vegetation including species, botanical name, height, invasive pest plant status, canopy spread and Tree Protection Zones (as per AS 4970-2009) of canopy trees, as well as a description of vegetation communities and species compositions for ground, shrub and subcanopy layers. Any species or vegetation communities of State / National significance to be clearly identified.

- The location and extent of all site works including all infrastructure and areas of earthworks.

- Detailed design of all civil works including required changes to protect vegetation (e.g. alternative service alignments, variations to batter slopes and tunnel boring).

- The location and description of all vegetation to be retained or to be removed.

- Methods of physical identification of trees/vegetation to be retained or to be removed.

- A description of all measures to protect vegetation and habitat features to be retained during construction, including protective fencing (as per AS 4970- 2009), site protocols, etc.

- Where vegetation removal results in loss of hollows, details and methodology of nestbox installation including target species assessment, nestbox types, installation technique, proposed locations, monitoring and maintenance schedule. Note: nestboxes must be installed prior to pre-start meeting for inspection.

- A description of all pruning and tree surgery works (to AS 4373-2007) to maintain the health and stability of trees and reduce potential hazards for future site users (e.g. residents and workers).

- The location and extent of storage and stockpile areas for cleared vegetation and site mulch.

- A description of all methods to salvage and/or re- use cleared vegetation. Generally, cleared vegetation must be mulched for reuse in landscape/rehabilitation works

- Details of all measures to protect and recover fauna during clearing operations, including; presence of a qualified fauna spotter catcher during clearing operations, pre-clearing inspections, staging and sequence of clearing and recovery procedures.

- Ongoing monitoring and certification requirements (e.g. Project Arborist and/or Fauna Spotter Catcher, nestboxes).

Timing: Prior to site/operational commencing and prior to or concurrently with any other operational works application.

Any species or vegetation communities of State / National significance to be clearly identified.
- The location and extent of all site works including all infrastructure and areas of earthworks.
- Detailed design of all civil works including required changes to protect vegetation (e.g. alternative service alignments, variations to batter slopes and tunnel boring).
- The location and description of all vegetation to be retained or to be removed.
- Methods of physical identification of trees/vegetation to be retained or to be removed.
- A description of all measures to protect vegetation and habitat features to be retained during construction, including protective fencing (as per AS 4970-2009), site protocols, etc.
- Where vegetation removal results in loss of hollows, details and methodology of nestbox installation including target species assessment, nestbox types, installation technique, proposed locations, monitoring and maintenance schedules. Note: nestboxes must be installed prior to pre-start meeting for inspection.
- A description of all pruning and tree surgery works (to AS 4373-2007) to maintain the health and stability of trees and reduce potential hazards for future site users (e.g. residents and workers).

- A description of all methods to salvage and/or re-use cleared vegetation. Generally, cleared vegetation must be mulched for reuse in landscape/rehabilitation works.

- located centrally along each road frontage of the site to Underwood Road;
- located on or within 1.5 metres of the road frontage;
- mounted at least 300 millimetres above ground level; and
- clearly visible from the street for a pedestrian;
g) The sign is to contain no commercial or corporate advertising other than the name, logo or slogan of the parties outlined in part (b) of this condition;
h) The sign is to be non-illuminated; and

Note: If the earthworks impact on the road reserve, the Developer must obtain applicable footpath and road permits prior to commencing any works. Such impacts may include footpath occupation, road closures, re-profiling, ground anchors and/or relocation of services. If the excavation has to be stabilised using ground anchors or similar, then the submitted plans must show the location of these in relation to all services. The cost of moving services, utilities and assets is the responsibility of the Developer. The permission of the service/utility/asset owner is required.

Note: Irrespective of final earthworks, it is the responsibility of the RPEQ to manage any staged works associated with Erosion & Sediment Control.

(ix) Location of proposed employee and visitor parking areas;
(x) Anticipated staging and programming;
(xi) Impacts of any actions proposed to address any of the above items or any actions resulting from construction of the development that will impact on existing street trees;

42)   Retaining Walls

Design and construct all retaining walls and associated fences, in accordance with the relevant Brisbane Planning Scheme Codes and the following:

- All retaining walls including the footings, must be located wholly within the property boundaries of the site where works are occurring

- Runoff from surface drains and subsoil drainage associated with the retaining walls must be collected and connected to a lawful point of discharge (LPD) where possible. If no LPD is available the surface drains and sub-soil drainage must be designed, installed and discharged to ensure there is no ponding, nuisance or concentration of stormwater discharge to adjacent properties.

- Retaining walls to stabilise excavation must be set back from property boundaries to accommodate subsoil drainage without encroachment into the neighbouring property. This set back may vary depending on the height, structure and design of the retaining wall, surcharge loadings from neighbouring properties, and to provide a surface drain along the top of the retaining wall

- For retaining walls in excess of 1.0m in height:
- walls must be vertically and horizontally tiered by a ratio of 1:1 unless an alternative has been approved by Development Services
- walls must be designed and certified by a Registered Professional Engineer Queensland
- walls facing onto Council property (including the road reserve and parkland) must not be constructed from timber.

i. A pavement of minimum Local road standard or equivalent surface material (including associated drainage) to the area on which motor vehicles will be driven and/or parked.

ii. Manoeuvring on site for a RCV and for the loading and unloading of vehicle(s);

iii. Parking on the site for 72 resident/tenant cars, 9 visitor cars including 1 parking space for people with disabilities and for the loading and unloading of vehicle(s) within the site. There must a minimum number of 81 total number of spaces provided on site.

iv. Prepare and implement signs and line markings drawings that show the internal paved areas signed and delineated in accordance with the approved drawings and documents. The drawings must be prepared and certified by a Registered Professional Engineer Queensland in accordance with the relevant Brisbane Planning Scheme Codes and the Manual of Uniform Traffic Control Devices.

48)   Works for Transport Infrastructure - Non-Trunk External Roadworks

Provide the following non-trunk roadworks with any associated drainage, site access and services in accordance with the relevant Brisbane Planning Scheme Codes/Policies, Standard Drawings, Reference Specifications, the Queensland Manual of Uniform Traffic Control Devices and the AUSTROADS design standards.

- Provide a staged right turn intersection to provide access to the site to the Underwood Road frontage of the site, the design must allow an exiting vehicle which is turning right to identify an appropriate gap in the west bound traffic and then cross the west bound lane(s) into a median protected staging area, the vehicle will then wait for an appropriate gap in the east bound lane(s) and then complete the right turn. The median protected staging area must have a minimum 6m storage area. (Generally as per the roadwork plan number B23214-C1001 B, B23214-C1002 B, B23214-C1003 B and B23214-C1004 B prepared by L&R Engineering and generally in accordance with the Operational Work application A006827810.)

- A Vegetation Management Plan associated with the works identified in this condition must be submitted and approved from Development Services prior to site works occurring in accordance with Condition 22 (Submit Vegetation Management Plan).

- Construct new type E concrete kerb and channel and associated drainage along the full length of the Underwood Road frontage of the site to suit the above access intersection on a minimum 3.75 metre alignment (taking into account any road reserve widening if required).

- Construct new road pavement from the lip of the new kerb and channel to the edge of the existing road pavement with any appropriate tapers (the minimum width of road construction/reconstruction is to be 1.2 metres).

- Construct median islands in underwood road, compatible with the above requirements for access.

- Relocate any existing reticulation mains and/or services to the satisfaction of the relevant service authorities.

- Modify the existing traffic signs and/or provide new signs and pavement markings in Underwood Road.

- Coordinate with Council on the signalisation works on Gaskell Street and Underwood Road intersection.

- Street lighting to a category V5 along the Underwood Road frontage.

- All upslope stormwater connections to existing private properties must extend to the property boundary of all relevant properties being ultimately serviced by that connection.

51)   Conduit for Brisbane City Council

Provide a single underground conduit (100mm diameter UPVC class PN9) in favour of Brisbane City Council on at least one side of all Neighbourhood Access Roads (Bus Route only), Primary Freight Access Roads and Major Roads. The works must be in accordance with the relevant Brisbane Planning Scheme Codes and the following:
-  The conduit must be laid in the telecommunication alignment of the footpath, on the kerb side of the Telecommunication Carrier conduit or in an agreed shared trench arrangement with the Telecommunication Carrier and other Utilities as may be relevant, subject to the approval of Development Services.
-  The conduit must bypass the Telecommunication Carrier pits.
-  Pits (minimum size, Type 4 as per BCC Standard Drawing BSD-1011) with lids (as per Drawing BSD-1012 but Class B instead of Class C) must be installed at the "dead ends" of the conduit, both sides of road crossings, at intersections and at other locations that may be specified by Council.
-  The conduit must be plugged at each pit.
-  The conduit must be located and installed in such a way that facilitates the installation of cable and additional pits in the future.

- If new pits and conduit infrastructure are required to be installed within the road reserve fronting the site, it must be suitably sized to cater for future installation of fibre optic cables.

54)   Construct Private Internal Fire Main and Hydrant(s)

Construct a private internal water main with fire hydrant(s) to serve the development where any point of a possible building envelope is or will be more than 90 metres (when the distance is measured around the perimeter of the building envelope) from a Urban Utilities (UU) hydrant.

The main is to be designed and constructed in accordance with the current version of the 'Fire Hydrant and Vehicle Access Guidelines for Residential, Commercial and Industrial Lots' (GuRCIL) by the Queensland Fire and Emergency Services and the relevant Brisbane Planning Scheme Codes.

Where the unassisted water supply cannot meet the flow & pressure requirements of the GuRCIL, the design & installation of a Fire Hydrant System is to be in accordance with the current version of AS2419.

Accessible hardstand is to be provided for emergency vehicles within 20m of a fire hydrant(s) and the design and installation is to satisfy the requirements for feed hydrants of the current version of GuRCIL. Where emergency vehicles cannot be located within 20m of a fire hydrant(s), the design & installation of the Fire Hydrant System is to be in accordance with the current version of AS2419.

The private main shall be supplied from a Urban Utilities (UU) water service and meter. This water service requirement is to be included in the development's Water Approval.

- 2.4m high acoustic fence for the Outdoor Play Area on Ground Floor and 2.2m high acoustic fence for the Outdoor Play Area on Level 1, as per Plates 1 and 2 on page 4 of the Noise Assessment Technical Memorandum and Report (Ref: 7671TN 2, dated 16/12/2025 and received on 15/01/2026) prepared by Noise Measurement Services.

- 2m high acoustic fence along the side of the car parking, servicing and vehicle manoeuvring areas as shown on the Childcare – Ground Floor Plan (Ref: TP-200 Issue D, received 20/03/2026 and amended in red 16/04/2026).

The acoustic fence must:
- Be constructed of a material with a minimum surface area density of 12.5kg/m2;
- Be constructed of an aesthetically pleasing weather-resistant material such as earth mound, fibre cement, painted or treated timber, brick, concrete or a combination thereof;
- Have returns at any opening or provide some other means of blocking line of site from source to receiver such that the effectiveness of the fence is not reduced;
- Be continuous and gap free.

Note:
Notwithstanding the above minimum acoustic fence requirements for noise emission associated with a Child Care Centre use under the City Plan 2014 Child Care Centre Code / Community Facilities Code, the acoustic fence may still be subject to additional requirements imposed by SARA or the Department of Transport and Main Roads. SARA/SDAP may require further acoustic treatment, and the acoustic barrier may need to be constructed in accordance with their relevant technical guidelines, such as the MRTS 15 Technical Specification.

The water quality of the discharge flows must be measured at each discharge point from the site, including but not limited to sediment basin outlets, other applicable sediment control devices, the site water drainage system, and recorded against the release limits at least once on each calendar day until such discharge stops.

- located centrally along each road frontage of the site to Underwood Road;
- located on or within 1.5 metres of the road frontage;
- mounted at least 300 millimetres above ground level; and

g) The sign is to contain no commercial or corporate advertising other than the name, logo or slogan of the parties outlined in part (b) of this condition;
h) The sign is to be non-illuminated; and
i) Both the sign and the supporting structure are to be made of weatherproof material and to be properly maintained at all times;

- Protection of adjoining properties and roads from adverse impacts as a result of the works;
- That all vehicles exiting from the site will be cleaned and treated so as to prevent material being tracked or deposited on public roads.

Note: If the earthworks impact on the road reserve, the Developer must obtain applicable footpath and road permits prior to commencing any works. Such impacts may include footpath occupation, road closures, re-profiling, ground anchors and/or relocation of services. If the excavation has to be stabilised using ground anchors or similar, then the submitted plans must show the location of these in relation to all services. The cost of moving services, utilities and assets is the responsibility of the Developer. The permission of the service/utility/asset owner is required.

Note: Irrespective of final earthworks, it is the responsibility of the RPEQ to manage any staged works associated with Erosion & Sediment Control.

(iii) Location of and impacts to any Council or other public utility or local authority's assets on or within external to the site;
(iv) Location and design of temporary vehicular construction access points, including frequency of use;
(v) Management and mitigation strategies for the impact of dust, noise and vibration upon adjoining and nearby properties;
(vi) Provision for loading and unloading of materials including the location of any remote loading sites;
(vii) Location of materials, structures, plant and equipment to be stored or placed on the construction site;
(viii) Location of proposed external hoardings and/or gantries, and including clearances to the impacts of this on existing street furniture and other footpath assets located within the verge as well as impacts on any existing advertising signage located either along or adjacent to the site frontage - this includes any potential obstruction of sight lines for such advertising (e.g. bus stops with advertising);
(ix) Location of proposed employee and visitor parking areas;
(x) Anticipated staging and programming;
(xi) Impacts of any actions proposed to address any of the above items or any actions resulting from construction of the development that will impact on existing street trees;
(xii) Complaint management processes to be implemented; and
(xiii) Compliance with the Management Plans Planning Scheme Policy and other relevant Planning Scheme Policies.

The Construction Management Plan must be supported by 'approval in principle' or written approvals from the relevant Council sections or other governing bodies responsible for any potentially impacted infrastructure.

If no LPD is available the surface drains and sub-soil drainage must be designed, installed and discharged to ensure there is no ponding, nuisance or concentration of stormwater discharge to adjacent properties.

- Retaining walls to stabilise excavation must be set back from property boundaries to accommodate subsoil drainage without encroachment into the neighbouring property. This set back may vary depending on the height, structure and design of the retaining wall, surcharge loadings from neighbouring properties, and to provide a surface drain along the top of the retaining wall

- For retaining walls in excess of 1.0m in height:
- walls must be vertically and horizontally tiered by a ratio of 1:1 unless an alternative has been approved by Development Services
- walls must be designed and certified by a Registered Professional Engineer Queensland
- walls facing onto Council property (including the road reserve and parkland) must not be constructed from timber.

108)   Access, Grades, Manoeuvring, Carparks, Signs and Line Marking

Construct and maintain access, parking and manoeuvring for vehicles on site in accordance with the relevant Brisbane Planning Scheme Codes, as indicated on the approved DRAWINGS AND DOCUMENTS, including the following:

i. A pavement of minimum Local road standard or equivalent surface material (including associated drainage) to the area on which motor vehicles will be driven and/or parked.

ii. Suspended concrete parking areas, aisles and driveways are to be designed and certified by an RPEQ to accommodate the required design vehicles/s identified in this condition.

iii. Manoeuvring on site for a RCV and for the loading and unloading of vehicle(s);

iv. Parking on the site for 13 staff cars, 10 visitor cars (incl 1 parking spaces for people with disabilities) and for the loading and unloading of vehicle(s) within the site. There must a minimum number of 23 total number of spaces provided on site.

v. A minimum of 2.3 metres height clearance to all undercover parking areas, including the entry and access to these areas, and a minimum of 2.5 metres above parking spaces for people with disabilities. The minimum clear height must be measured to the lowest protrusion from the ceiling (e.g. fire sprinklers, services, lighting fixtures, signs, etc).

vi. A height clearance sign located at the entrance(s) to undercover car parking areas and a directional visitor parking sign clearly visible from the vehicle entrance to the site.

vii. An appropriate area for the storage and collection of refuse, including recyclables, in a position which is accessible to service vehicles on the site.

viii. Prepare and implement signs and line markings drawings that show the internal paved areas signed and delineated in accordance with the approved drawings and documents. The drawings must be prepared and certified by a Registered Professional Engineer Queensland in accordance with the relevant Brisbane Planning Scheme Codes and the Manual of Uniform Traffic Control Devices.

113)   Works for Transport Infrastructure - Non-Trunk External Roadworks

Provide the following non-trunk roadworks with any associated drainage, site access and services in accordance with the relevant Brisbane Planning Scheme Codes/Policies, Standard Drawings, Reference Specifications, the Queensland Manual of Uniform Traffic Control Devices and the AUSTROADS design standards.

- Provide a staged right turn intersection to provide access to the site to the Underwood Road frontage of the site, the design must allow an exiting vehicle which is turning right to identify an appropriate gap in the west bound traffic and then cross the west bound lane(s) into a median protected staging area, the vehicle will then wait for an appropriate gap in the east bound lane(s) and then complete the right turn. The median protected staging area must have a minimum 6m storage area. (Generally as per the roadwork plan number B23214-C1001 B, B23214-C1002 B, B23214-C1003 B and B23214-C1004 B prepared by L&R Engineering and generally in accordance with the Operational Work application A006827810.)

- A Vegetation Management Plan associated with the works identified in this condition must be submitted and approved from Development Services prior to site works occurring in accordance with Condition 83 (Submit Vegetation Management Plan).

- Construct new type E concrete kerb and channel and associated drainage along the full length of the Underwood Road frontage of the site to suit the above access intersection on a minimum 3.75 metre alignment (taking into account any road reserve widening if required).

- Construct new road pavement from the lip of the new kerb and channel to the edge of the existing road pavement with any appropriate tapers (the minimum width of road construction/reconstruction is to be 1.2 metres).

- Construct median islands in underwood road, compatible with the above requirements for access.

- Relocate any existing reticulation mains and/or services to the satisfaction of the relevant service authorities.

- Modify the existing traffic signs and/or provide new signs and pavement markings in Underwood Road.

- Coordinate with Council on the signalisation works on Gaskell Street and Underwood Road intersection.

- Street lighting to a category V5 along the Underwood Road frontage.

Provide an internal drainage system to collect stormwater run-off from all proposed lots, roofed and developed surface areas and any run-off onto the site from adjacent areas and convey the collected run-off to a lawful point of discharge, in accordance with the relevant Brisbane Planning Scheme Codes.

Notes:

- All upslope stormwater connections to existing private properties must extend to the property boundary of all relevant properties being ultimately serviced by that connection.

115)   Conduit for Brisbane City Council

Provide a single underground conduit (100mm diameter UPVC class PN9) in favour of Brisbane City Council on at least one side of all Neighbourhood Access Roads (Bus Route only), Primary Freight Access Roads and Major Roads. The works must be in accordance with the relevant Brisbane Planning Scheme Codes and the following:
-  The conduit must be laid in the telecommunication alignment of the footpath, on the kerb side of the Telecommunication Carrier conduit or in an agreed shared trench arrangement with the Telecommunication Carrier and other Utilities as may be relevant, subject to the approval of Development Services.
-  The conduit must bypass the Telecommunication Carrier pits.
-  Pits (minimum size, Type 4 as per BCC Standard Drawing BSD-1011) with lids (as per Drawing BSD-1012 but Class B instead of Class C) must be installed at the "dead ends" of the conduit, both sides of road crossings, at intersections and at other locations that may be specified by Council.

118)   Construction Noise and Dust Emissions

Pursuant to the Environmental Protection Act 1994, all development involving the emission of noise and dust from building and/or construction activities, must ensure that the emissions are in accordance with the requirements of the Act.
The Environmental Protection Act 1994 prescribes that:

1. A person must not carry out building work in a way that makes an audible noise-
-  on a business day or Saturday, before 6.30a.m. or after 6.30p.m; or
-   on any other day, at any time.

To prevent the spread of fire ants, the Queensland Government has implemented improvement controls in areas of Queensland (biosecurity zones) where this pest species has been detected.

These controls apply to individuals and commercial operators and restrict the movement of materials that could carry fire ants which include soil, turf, potted plants, mulch, baled hay or straw, animal manures, mining or quarry products.

Breaches of these controls can potentially impact the community, economy and the environment. Penalties for non-compliance with movement controls within fire ant biosecurity zones apply under the Biosecurity Act 2014.
