The following information provides an overview of terms and filters used in Development.i

In progress

Includes applications and requests from the creation of the record until a decision is made. It also includes developments applications where the applicant has made representations against Council’s decision, where the outcome of the representations is yet to be issued.

Decided

Includes applications and requests that have been decided, withdrawn, cancelled, or currently under Appeal and not superseded by a further approval.

Past

Includes applications and requests which were decided, withdrawn, cancelled, or that have been superseded by a further approval.

All

Includes In progress and Decided or Past applications and requests. The All progress filter should be selected in order to obtain the complete history (back to 1 January 2004) of development applications over the current site and its previously related lots, where a subdivision has occurred.

Development

Includes all applications and requests included in the application type filter. It does not include Requests for Referral Agency Response (Siting Variation), Plumbing, or Building approvals issued by private certifiers.

Building

Includes all Requests for Referral Agency Response (Siting Variation) made to Council from 1 December 2021, as a referral agency to provide advice to a private building certifier about a building application made to private building certifier as the assessment manager for Building applications under the Building Act 1975. It does not include applications and requests included in the Development application group, plumbing, or Building approvals issued by private certifiers.

Use filter options are determined by the type of application group selected. The filter has two levels - a higher level grouping, and sub-categories to enable targeted searches.

The date range filter provides the ability to refine results based on a period. The period can be based on the record create date (submitted) or decided date of an application or request.

Depending on the Application group selected, available Application type listed below will vary.


Carry out Building Work

Development application for building work made assessable by a Local Government Planning Scheme (currently the Brisbane City Plan 2014). Note, this does not include Requests for Referral Agency Response (Siting Variation) or Building Approvals assessed and decided by private building certifiers.

Carry out Operational Work

Development applications for OPW require assessment under council's planning scheme and/or State legislation. An OPW includes a wide variety of works, such as:

  • excavation
  • clearing vegetation
  • tidal works, and
  • works related to an approved subdivision (reconfiguring a lot) application.

Exemption Certificate

An exemption certificate issued by Council under section 46 of the Planning Act 2016.

Local Government as Referral Agency (Siting Variation)

This is a request to Council for a referral agency response, to provide advice about certain provisions of the Queensland Development Code (QDC) for a building application assessed by a private building certifier. A Request for Referral Agency Response is necessary if a proposal for assessable building work for a new or alteration to an existing dwelling house or ancillary structure does not meet the acceptable solutions of the relevant QDC assessment code.

Material change of use

Development applications for material change of use made assessable by a Local Government Planning Scheme (currently the Brisbane City Plan 2014 ). In general terms, material change of use is the start of a new use, or an increase in the intensity or scale of an existing use on a site.

Plan Sealing

Refers to Council's final approval of a plan of subdivision; endorsement of a community management statement.

The plan is then submitted by the Applicant to the Titles Office for registration. When the plan is registered in the Titles Office, the lots are officially created.

Reconfigure a lot

Development applications to reconfigure a lot made assessable by a Local Government Planning Scheme (currently the Brisbane City Plan 2014 ). The process for the creation of new lots by subdividing or rearranging the boundaries of existing lots. A reconfiguration also involves creating access easements.

Request of Compliance Assessment

Includes applications required by a condition of a development approval issued by Council.

Superseded planning scheme

Superseded planning scheme (SPS) applications are requests to Council to assess a development proposal under a superseded planning scheme i.e. previous version.

Code

Code assessable development are assessed against the relevant assessment benchmarks set out in Council's planning scheme. This type of application does not require public notification, therefore does not allow a third party to appeal Council’s decision.

Impact

Impact assessable development must be assessed against Council's planning scheme as a whole, to the extent relevant. These applications must be publicly notified to take into account the community's views and provides third party appeal rights to any submitters.

Please Note: - The validity and appeal rights of a submitter differ for development applications depending on the type of application, the timing of the submission, and the information provided with the submission. Referral Response

For applications or requests where Council is a referral entity to a development application (including a Building application), where another Authority, being a local or state government, or private building certifier is the assessment manager.

Request

For the purpose of Development.i the "Request" category is used to capture any application or request that that is not a development application or referral response. For example, a Plan Sealing request.

Other Assessment Level filters

These filters relate to development applications assessed and decided under previous legislation and/or Local Government Planning scheme/s.

  • Impact Assessable – Generally Appropriate or Inappropriate . Applications formed part of the Brisbane City Plan 2000, and had the same effect as Impact defined above.
  • Notifiable Code . Applications that required public notification under the Brisbane City Plan 2000, but had no legislative appeal rights, as per Code defined above.
